The Planning and Building Department, located in the City Service Center at 110 West Progress Circle, is responsible for building and zoning inspections.
The Planning and Building Department has set fees to cover expenses for materials and cost of services. They can be viewed in Council Resolution No. 14, Series 2011.

- Building Division is primarily responsible for inspections of all phases of commercial and residential construction.
- Planning & Zoning Division is dedicated to guiding the development of the City of Cortez.
- Cross-Connection works to keep pollutants and contaminants out of the City's potable water supply.
- Fire Inspection - Inspection and plan review of commercial projects to ensure that all federal, state, and local fire codes are met and maintained.
