The City of Cortez is a home rule Council-Manager form of government.  The City Manager is hired by the City Council to serve at their pleasure.  He or she is the chief executive officer and the head of the administrative branch.  He oversees all City Departments and advises City Council.

The Council sets policy and the City Manager carries it out.  All City Departments report to the City Manager.

The firm of Hatter and Green serves as the City Attorney.  This appointment is made by the City Council and serves at the pleasure of the Council.   The City Attorney is the legal advisor of the Council and all employees of the City in matters relating to their official powers and duties.
