REQUEST FOR PROPOSAL
FTTH PUBLIC PRIVATE PARTNERSHIP
The City of Cortez seeks qualified Fiber to the Home (FTTH) Providers to partner with the City to bring a delivery system to all businesses and residential locations in Cortez. The goal of the RFP is to provide an advanced telecommunications road to each individual business and resident of Cortez via an all fiber optic network.
The City seeks a business partner that can address Financing, Design, Business Model including Rate Structures, Construction, Operations, and Maintenance of the Network. The City will consider all or any combination of the above items for the partnership. The City currently operates a GPON (Gigabit Passive Optical Network) Cortez Community Network (CCN) with Calix headend and Customer Premise Equipment. In addition the City operates an Active Ethernet Network Government Network (GOVNET) that serves Dark Fiber leases, and Anchor Institutions such as the School District, City and County buildings, Hospital and local TV District.
The GPON Network (CCN) has seven (7) providers utilizing the network to offer services to the citizens. This is operated as an Open Access network. The City recently completed a FTTH Feasibility Study and Community Survey that shows the community desire for an advanced telecommunications network. The Feasibility Study shows a strong case for a single provider model and the Survey reflects a high take rate and desire for advanced services. The City has an aerial and an underground network that can be leveraged for the partnership. The existing fiber network has a presence in the downtown corridor and all four quadrants of the City.
Partnership proposals are due no later than Friday, January 18, 2019 at 5:00 P.M., and should be returned to the Office of the General Services Director, City of Cortez, 110 West Progress Circle, Cortez, Colorado 81321. Proposals shall be submitted in writing and signed by the bidder or his duly authorized agent. Proposals shall be submitted in sealed envelopes, marked on the outside with “PROPOSAL: 2019 FTTH PUBLIC/PRIVATE/PARTNERSHIP RFP”, and with the bidder’s name.
